Harbour Mall Sandakan officially opened to the public on 16 July 2012, marking Sandakan’s first air‑conditioned modern lifestyle. The grand opening event took place on 20 October 2012, officiated by Sabah's Chief Minister Datuk Seri Musa Aman, With a gross development value of about RM 510 million (approx. US $170 million), the project brought significant economic and social transformation to the city.​
